Beacon Baddeck Working Group

Nomination process to select the Beacon Baddeck Working Group (BBWG):

The Beacon Baddeck Advisory Committee (BBAC) is initiating a Public Nomination process to appoint the members of the Beacon Baddeck Working Group (BBWG). This dedicated working group will collaborate closely with a hired consultant to formulate the Beacon Baddeck Community Development Plan.

The BBAC will oversee the selection process through an evaluation process based on predefined criteria.

The BBWG, once formed, will comprise no fewer than 7 and no more than 12 members. This thoughtful selection process aims to ensure a diverse and skilled team to actively contribute to the development and execution of the community development plan.

Phase 1 – Introduction to the Process of Creating a Community Development Plan

  • Once funding is approved, a Request for Proposals (RFP) is issued by BBWG to select a certified consultant who, with the BBWG, leads the community through the process of creating the BBCDP over the next year.
  • BBWG and the Consultant are introduced by conference call/video conference (or in person if distance permits) and key project elements launched.
  • BBWG is finalized.
  • BBWG completes the Asset Inventory Framework in advance of site visit by the Consultant. (Revise to include businesses, non-profits, etc.)
  • The Consultant travels to the community and meets with the BBWG face-to-face to set timelines and expectations.
  • The Consultant leads the development of a communication approach for community awareness and gathers input/consensus from the BBWG.
  • The Consultant conducts a comprehensive tour and community scan organized by the BBWG.
  • Consultant leads Stakeholder Session #1 to introduce and discuss the BBCDP process with community stakeholders.

Phase 2 – Preparation for Creating a Community Development Plan

  • Consultant provides a Community Diagnostic Analysis resulting from the site visit, identifying potential opportunities for improvement and gaps that need to be considered.
  • Consultant refines the Community Asset Inventory.
  • Online/Digital Footprint Tool is contracted to a third party.
  • Secondary Research Review: Consultant conducts a secondary research review of existing plans and provincial/local community information

Phase 3 – Community Planning

  • Stakeholder Session #2 generates the framework for a community development vision, sets goals, generates ideas, and sets priorities for the Beacon Baddeck Community Development Plan.
  • Best practice: A successful CDP is reviewed by the Consultant.
  • Post-session debrief with the BBWG

Phase 4 – Draft Community Development Plan’s Introduction to Capacity Building Sessions

  • Using the background research (Phase 2) and ideas generated from the Stakeholders Session (Stage 3), the Consultant creates and submits a draft of the Community Development Plan to the Working Group.
  • The Plan outlines additional capacity building/stakeholder sessions required.
  • The Working Group provides feedback to the Consultant, either virtually or in person

Phase 5 – Community Development Plan Refinement and Launch Capacity Building Sessions

  • Refine and present Draft 2 of Beacon Baddeck Community Development Plan.
  • Capacity Building/Stakeholder Workshop #3.
  • Presentation to Stakeholders of results to date.
  • A post-workshop debrief is held with the BBWG.
  • Ongoing refinements to the Plan

Phase 6 – Final BBCDP Presentation and Stakeholder Session #4

  • Submission and sign-off of final Plan by BBWG.
  • Formal Plan presentation.
  • Capacity Building/Stakeholder Workshop 4 is held after Plan presentation.

Phase 7 – Mentoring and Follow-up

  • Follow-up by the Consultant with the BBWG, check-in and submission of an interim report – identifying progress to stakeholders, and funders – check-in with BBWG at 3 months, 6 months and 12-month mark post plan completion.
  • Ongoing Capacity Building/Stakeholder Workshops as required

Timeline:

  • Communication about upcoming launch – (Post next Village Meeting)
  • Nomination forms to be mailed to all Baddeck and Area residents in a 12 km radius – November 1, 2023
  • The Nomination Launch will be – November 9, 2023
  • Nominations will open – November 9, 2023
  • Nominations will close – December 31, 2023
  • Entire BBAC will evaluate and select the BBWG through predefined criterea.
  • The BBWG will be chosen and notified by February 9, 2024.
