The Municipality of the County of Victoria undertook a community-based strategic plan. The Municipal Council hired the College of Continuing Education at Dalhousie University to lead the process. The work took place over seven months between November 2008 and June 2009 and built upon the strategic plan that had been completed in 2000.
The development of the plan relied heavily on an extensive consultation process with the community. In all some twenty focus groups, public visioning sessions and workshops were convened for the purpose of learning more about how the community wanted to see its' future unfold. Much of the initial consultation focused on values, current strengths and weaknesses as well as the opportunities and threats that the County could face in the future.
The following document is the resulting Strategic Plan developed by the College of Continuing Education at Dalhousie University for the Municipality of the County of Victoria.
