Council receives update on the Ingonish Wastewater Project

This is an overview of the information about the Ingonish Wastewater Project shared with Council at the September Committee of a Whole meeting. 

Council received a project update on the proposed next phase of the Ingonish Wastewater Treatment System Project at its Committee of a Whole meeting on September 14.  

This is a summary of what was presented so residents can follow along as the project moves through its early planning stages. No decision has been made to proceed with construction. The purpose of this update is to keep residents informed and to share information as it becomes available. 

Preliminary Design and Costing Update 

The project’s consultant gave Council an update on the preliminary design work completed so far, including a potential proposed route for the wastewater system. This design and the associated cost estimates are preliminary and will continue to be refined as the project develops.  

Council Reports 

A recommendation and an information report related to the Ingonish Wastewater Treatment System Project were prepared by staff and were included in the Council package. This is a brief overview of the reports.  

Information Report – Ingonish WWTP Phase 2 Easement Acquisition Preliminary Overview 

Preliminary engineering work has identified approximately 82 easements that may be needed across six catchment areas in the project area. An easement is a legal agreement that allows the project to use a portion of privately owned land, for example, to install and access underground pipes. 

This number is an early estimate. The exact number of easements required will be confirmed through more detailed survey and design work as the project progresses. 

Easements would need to be secured for the project to proceed as designed. If even one easement cannot be obtained, the proposed route may need to change, which could delay the project, add costs or make it more difficult to complete. 

Recommendation Report – Ingonish Wastewater Survey 

The report recommends that a new survey be conducted with residents who would be impacted by the proposed service area. Residents would receive a Council-approved information package to help them understand the project before responding. The report recommends that the project only move forward if at least two-thirds of impacted residents vote “Yes.” 

Council will vote on the proposed motion regarding the survey at the next regular meeting of Council on Monday, September 21.
