Taxation

Property taxes are due this year on August 1, 2024.

Taxation fiscal year is April 1, 2024 – March 31, 2025

2024-2025 Victoria County Tax Rates
Residential – $1.15 per $100 assessment
Commercial – $2.09 per $100 assessment
Resource Property – $1.15 per $100 assessment

Payment Wicket closes at 4 p.m.

*Please note Paymentus’ fees for credit card payments have increased since the printing of the details on the back our tax bills. A 2.5% service charge (previously 1.75%) will be added to any credit card payments made through Paymentus.*

ATTENTION: Residents of the Village of Baddeck
For the 2024/25 tax year, Victoria County Municipality is no longer responsible for managing property taxes on behalf of the Village of Baddeck.

All billing or payment inquiries related to the Village of Baddeck property taxes, sewer and/or water bills should be directed to the Village of Baddeck administration at info@baddeckvillage.ca or by calling 902-295-3666.

Victoria County tax payments can be made the following ways:

  • Pre-authorized bank payments: Our pre-authorized payment (PAP) plan offers the convenience of having no cheques to write, no worries about overdue payments, and no physical contact at your bank or municipal office. Enrolment in the plan is free and there are no service charges. (See below for more detailed information, including an application, on our PAP program).
  • Online banking: Payment can be made by telephone or internet banking services provided by your bank. Search for payee “VICTORIA NOVA SCOTIA (MUN OF)”. Check with your financial institution if bank charges will apply. Please use your account number as the bill number. If you have multiple accounts, please do a separate payment for each account number. Note that we do not accept email transfers.
  • Credit card: Visa and Mastercard are accepted through Paymentus, a third-party automated payment system. A 2.5% service charge will be added to any credit card payments. A valid email address is required. PAY NOW with a credit card. Credit card payments can also be made through Paymentus’ toll-free telephone line by calling 1-855-748-6067.
  • In person: Payments can can be made by cash, cheque/money order (payable to the Municipality of Victoria County) or debit at the Municipal Administration building at 495 Chebucto Street, Baddeck, NS between the hours of 8:30 am to 4:00 pm, Monday through Friday, excluding holidays.
  • By mail: Cheques/money order made payable to ‘Municipality of Victoria County’ can be sent to 495 Chebucto Street, Baddeck B0E 1L0. Postdated cheques are accepted and held by the Tax Department. Please do not send cash in the mail.

Remember to include your tax account number with all payment types.

When paying by mail or at a financial institution, please allow sufficient time for your payment to reach our office. Payment is deemed to be made on the date the payment is received, not the day the payment is made. Payments received after the due date will incur interest charges.

Interest Charges: Interest charges will be added to any balance remaining at the rate of 1.5% on the first day of each month (18% per year).

Receipts will be issued by request only.

Pre-authorized bank payments: Our pre-authorized payment (PAP) plan offers the convenience of having no cheques to write, no worries about overdue payments, and no physical contact at your bank or municipal office. Enrolment in the plan is free and there are no service charges*.

The Municipality offers three pre-authorized payment (PAP) options:

  1. Monthly withdrawal – 1st of the month
  2. Monthly withdrawal – 15th of the month

These two options are a substitute for post-dated cheques or online bill payments. To assist with your own budgeting, this program can be used to make regularly scheduled monthly payments on your account. The amount you choose will be automatically transferred from your Canadian financial institution to your tax/water account with us on the 1st of every month (or closest business day after) or the 15th of every month (or the closest business day after). Please note that monthly interest will be charged on any outstanding balances during the year.

  1. On billing due dates (annually for tax bills; quarterly for water bills)

This allows residents to sign an agreement to withdraw the actual amount of their annual tax bill or their quarterly water bill on the due date indicated on the bill. The tax and/or water accounts must have a zero balance prior to selecting this option.

To enroll, download and complete the Pre-authorized Payment Enrollment Form  and submit it with a VOID cheque:

  • or in person at the Courthouse Municipal Office at 495 Chebucto Street, Baddeck

Deed Transfer Tax: Effective September 1, 2021, the Deed transfer tax for properties purchased in Victoria County will increase from 1% to 1.5% of the purchase price.

Tax Certificate: A tax certificate is a statement of property taxes levied and outstanding, which is usually requested by a lawyer in relation to the closing of a real estate transaction.

The current fee for a tax certificate is $30.00.

Change of Address: If you have purchased a property or have changed your address, please contact the Tax Office to update us regarding this change.

Our responsibility is to forward the tax bill to the property owner as it appears on the assessment in the current year. It is the responsibility of a property’s purchaser and their solicitor to ensure that taxes for the year of purchase are paid. The Municipality will make every effort possible, within staff resources available, to change ownership information on properties as it becomes available from the Property Valuation Services Corporation (PVSC) but assumes no responsibility for interest that may accrue on tax arrears that remain unpaid as a result of a change of ownership.

The Municipality has the authority through the Municipal Government Act to begin tax sale proceedings on property tax accounts that are at least one year in arrears.

The Municipality holds a minimum of three tax sales per calendar year.

Property Programs

Seniors receiving the Guaranteed Income Supplement (GIS) may also be eligible for the provincial property tax rebate. This rebate in through the Province of Nova Scotia however our Tax Department staff are very knowledgeable. The Municipality offers a Municipal Tax Exemption program to provide relief up to $300 per year to Victoria County property owners whose household taxable income is less than $35,000 a year.

Deadline to apply is December 31st each year.

Improve your home’s energy efficiency with Clean Energy Financing

Homeowners in Victoria County wanting to improve their home’s energy efficiency and reduce their power bills can apply to the municipality’s Clean Energy Financing (CEF) program. Upgrades eligible for financing could include installing heat pumps, improving your home’s insulation and much more.

Clean Energy Financing might be right for you if:

  • You’re an owner of a detached, semi-detached or a row house (multi-unit buildings are not eligible for the program).
  • You are worried about the cost of heating your home.
  • You are not sure which energy upgrades might right for you.
  • You would prefer to finance any upgrades you make.
  • You need help applying for rebates.

Through CEF in Victoria County, you can finance up to $20,000 in home energy upgrades at an interest rate of four per cent. The financing term is 10 years but there’s no penalty for paying off the financing early, and the program makes sure you get access to all the rebates you are eligible for.

This program helps residents to access low interest financing to complete a water supply or septic upgrade for their property.
The Program operates on a first come, first served basis until its’ budget for the fiscal year has been allocated. Should there be funding available for your proposed upgrade, you will be required to sign a Financing Agreement that outlines your roles and responsibilities as Qualifying Property Owner, as well as those of the Municipality.
