District 1
Mary Louise Bernard
Mary Louise Bernard is a well known trailblazer. She was born in January 1958, to a small Mi'kmaq family. Mary attended Wagmatcook Indian Day School and later, Baddeck Academy. Her accomplishments are many, from serving her community as First Nation Chief from 1994-2002. Mary is a self-published author, Justice of the Peace, Reiki Master, and Mi’kmaw Interpreter with Parks Canada. She has been involved in many organizations over the years, from forestry management to food security and everything in between. Today, Mary works within her community, documenting milestones of former leaders and community members that have made a positive impact. She has personally experienced many challenges, including health challenges with family. Mary knows the effects of our health care system spiraling out of control that need to be a priority. She understands that poverty and illicit drugs are a growing concern in every community and that every level of government should be involved in protecting the most vulnerable, ensuring our childrens' future and our Elders' safety.
Cory P. MacLean
As most of the community knows, I am Cory P. MacLean from Rear Estmere, Victoria County. I was Born in Baddeck, NS and attended school in Little Narrows. My family later moved to Orangedale, I took an interest very early on in helping people and became an active member of the Valley Mills Volunteer Fire Dept. After many years of serving my community I made the decision to move back to my roots in the Little Narrows and Iona area.
I attended Whycocomagh Consolidated school and later continued at the Nova Scotia Community College in Port Hawkesbury. During my time there I took multiple programs one of which was heavy equipment operator. My interests in mechanics lead me to work at the Whycocomagh Irving for many years, serving the community and establishing many life long connections. Most community members will recognize me from locally entertaining at The Royal Canadian Legion Branch 124, which I've also been a member of for over 15 years.
I began working with Carlyle MacNeil General Contracting in 2008. This opportunity had lead me in the direction to start my own contracting business in 2021. Since I started my business I have been more then successful to which I'm grateful for the ongoing support from the community.
If elected my plans are to promote our beautiful Island, address the concerns of the residents and stay current with the issues surrounding the area. Community member's that know me are aware I'm always available and more then happy to discuss any concerns. My top priority is involving the community in the decisions made for our county. Donna Matheson-LeFort
I grew up in Little Narrows, just minutes away from most of my relatives on both sides of the family. Having a large extended family during my childhood was a wonderfully rich and dynamic experience. My grandparents' homes were often filled with the sounds of laughter, lively conversations, and a bit of friendly chaos during family gatherings.
I have been married to my supportive husband for 34 years, and we have two grown children. I spent the first 20 years of my adult life raising our family in Halifax while helping my in-laws with their family business, attending university, and building my own career as a historical archaeologist. In 2011, we embarked on an adventure and moved our entire family to Southeast Asia, where I taught in private international schools for eleven years.
I became interested in politics at an early age, inspired by my grandfather, who served as the warden of Victoria County and the councillor for District #1. He always took the time to support any community member who sought his assistance, even while managing his own farm and large family.
Over the decades, my personal and professional experiences have made me a resolute advocate for equality, passionately believing that everyone deserves the opportunity to live a life of dignity and independence, regardless of their abilities.
My current political journey began with my involvement in the Little Narrows Community Development Association, where I have had the privilege of being part of a team that works to expand resources and bring people together.
My civic philosophy is rooted in collaboration and empowerment. I have an unwavering belief in the ability of communities to shape their own destinies, focusing on creating opportunities that allow people to take ownership of their futures.

Vera Pierro
My name is Vera Frances Pierro of Wagmatcook First Nation here in Victoria County. I’m the daughter of Anna K Pierro and Late Francis “Babes” Pierro. Recently widowed a year ago I’m a mother of 4 daughters and grandmother “Mkiju” to 7 grandchildren. I understand the importance of family and community. I was raised in my community and after I graduated from Baddeck Rural High School in the early 80’s. My university education started at Dalhousie University in Halifax with my BA degree which I later completed at CBU. Obtained certificates from other educational institutions consisting of Community Economic Development Diploma, Natural Resource Certificate, Mi’kmaw Literacy Language Certificate, Certificate in Management, Bachelor of Arts Degree and Bachelor of Business Administration Degree. Yet to complete Bachelor or Education Degree.
I chose to raise my family in Cape Breton and in the mist of this journey my educational achievements and work experience would allow me to move forward towards another journey. Having work as an Economic Development Officer (7 years) , Native Fisheries Guardian Officer ( 9 Years) and recently retired from Department of Fisheries and Oceans as Area Aboriginal Fisheries Manager in ENS office in Sydney after 22 years of service.
I’ve decided to run for Council in this election to bring forward my vision of having all cultures working together in a larger community. I have lived in Wagmatcook and in the city so I know what it’s like to live in various places. I believe my education and work background will be an asset in understanding the many issues that could arise. I will be giving back to my community district and listen to what the community has to say. Listening is the key to knowing what has to be done to move forward. This will be a learning curve but in reality no one knows whats ahead so we will need to work together.

Sandy Hudson
Hello!! My name is Sandy Hudson and I am running to represent you, on municipal council. I live in Inlet Baddeck (Just east of Polytech Windows) with my wife Janice (and two cats!!!). I have nine years experience as a municipal councillor and fifteen years as the Chief Administrative Officer for Victoria County. I just retired from twenty-five years in the practice of law.
With at least five of the current councillors not returning, it will require someone with a voice and experience, to avoid some of the recent controversies we have experienced.

Perla MacLeod
Born in Mexico City, she came to study in 2004 and met her future husband in Halifax during her time in school. They married and settled in Craig’s hometown Baddeck. Twenty years later, they have three children, making Victoria County their home. Perla is a full-time mom and worked at NLSC, and in the food industry. During her time working in the community, she listened to the concerns and visions of her community, which led her to decide to run for Council.
In the 2016 elections, Perla won a seat on the Council, becoming the first female Councillor in 20 years for Victoria County. She joined the Council 8 years ago and has been a strong and active advocate for the community. She currently chairs VCT Transit and welcomes diversity and inclusivity in our communities. She is also a board member of EDCP and Victoria Home Support Services.
Perla participated this year in diverse workshops on women in politics and was a voice to invite more women into politics. Strong advocate for all their constitutes of all ages. She supports the Council’s having a format that promotes open and transparent meetings. Over the last two years, she has been having "meet your councillor" where she meets and talks about the concerns in her district.
She is active on social media where she can share items of municipal interest and information, as well as any relevant links or information from other municipal, provincial, or federal. She continues to advocate for road, internet, and cell phone coverage in her district. Norman Matheson
My name is Norman Matheson, and I have proudly called District 2 my home for thirty-five years. I am running for Council to drive positive change and improve our community.
My priorities include enhancing the transparency of Council operations and fostering a more inclusive environment, so residents feel more engaged and informed about Council meetings and activities. Additionally, I am committed to ensuring that the approved budget is adhered to.
With forty-five years of political experience, including five years on the Cape Breton Housing Committee and two years on the Economic Development Committee, I have a strong track record of community service.
My business partner and I have successfully managed Viewscapes, our silviculture business, for many years. I also spent fourteen years working with the Baddeck Valley Wood Producers. I am eager to give back to my community and address your concerns. I would greatly appreciate your support.

Gary Crowder
Candidate for Councillor - Victoria County - District #3 (Baddeck)
My wife Sara and I came to Baddeck during a time of very public challenges in the Village. At one of several community meetings we attended, a call for nominations for the Village Commission saw no response, and I felt compelled to get involved. I jumped in to join with many others in the efforts already underway to resolve finances, recruit a skilled new Village Manager and generally get things back on track. I am very happy I did.
Over two+ very active years as Village Commissioner, most recently as Vice-Chair, I represented the Commission on the Audit Committee, Accessibility Committee, Baddeck Area Advisory Committee and Waterfront Baddeck. I was also very involved in developing new Policies, Procedures and Protocol to ensure that stringent controls and standards are in place. With the work of diligent Volunteers and Staff, the Village has made huge strides forward in a relatively short time. The crisis we were in has been managed, but other challenges now need attention, and money. In my time with the Village, I attended several County Meetings to better understand the challenges, strategic direction, financial needs and dynamics within the County. Recent discussions about infrastructure in Baddeck (and all of Victoria County) highlighted how important it is for District #3 (and all Districts) to have strong representation. That’s why I decided to leave the Commission and run at the County level. With at least five new Councillors coming in we have an opportunity to renew community engagement. We need knowledgeable, engaged, financially adept, pro-active Councillors who will work together to address issues, make good decisions, and go after the capital (and other) funding we need for a secure future.
What do I offer as a candidate? In addition to my awareness of current Village and County issues, I bring solid understanding of strategic planning, knowledge of budgeting & finance (I love spreadsheets) and a passion for operational efficiency, all developed over a long business career. Through my years in real estate, I learned how zoning, property assessments and taxation work and how they impact people and communities financially. Maybe most importantly, I have learned how to listen to people, cut through the layers and hear what is really at the heart of things. I believe in staying focused on ‘Getting the Right Things Done Right’ and would love to apply my skills, time and energy as your new representative on Council.
On a more personal note, Sara and I fell in love with Baddeck from Day One. Being involved in the community and getting to know people here over the past few years has made us love it even more. We built a new home, love daily walks with our dog Bentley, enjoy an active social life with a growing circle of friends, and rarely miss Trivia Night with Vincent. Donald Green
Hi, I'm Donald Green. I had the privilege of growing up in the beautiful village of Baddeck. After graduating from Baddeck Academy, I went on to study Broadcasting at Loyalist College in Belleville, Ontario. I came back to Cape Breton and started out my career on-air at 101.5 The Hawk in Port Hawkesbury. Currently, I'm a producer for Stingray Radio (Hot 101.9 and New Country 103.5 on Cape Breton), creating advertisements, promos and branding for Stingray's Atlantic Canadian radio stations and digital media. These days I do this from my home studio right here in Baddeck. I've been your voice over the air waves for many years and now I want to be your voice on the Victoria County Council. My parents, Ford and Patsy Green, always got involved in the community, volunteering their time to organizations and causes whenever possible. This instilled a sense of community pride and volunteerism in me. In recent years, I've become a member of the Baddeck Volunteer Fire Department, the Baddeck Lions Club, and I've helped coach youth soccer for the past few summers. Being elected as councilor will allow me to continue to further my involvement in our community in a very meaningful way.
The Village of Baddeck is a fantastic tourist destination and a great place to retire. But it's more than that. It's also an excellent place to raise children. I am co-parenting my son, Anderson Green, with his mother, who also grew up in Baddeck. We chose to raise Anderson here because we wanted him to have the same type of upbringing that we had. We felt it was important to raise him in this close knit community, surrounded by family, friends and great neighbours who are always looking out for one another. As your representative I would work closely with the Village Commission and staff, community organizations and you, the residents of District #3. My goal, with your valuable input, is to help build a vibrant, prosperous community and county that we, and our next generations, can thrive in. Jess Kerr
Hello, my name is Jess Kerr. I have been a resident of Victoria County for 68 years and I have made my home in Baddeck over the past 50 years where my wonderful wife, Beverley and I raised our three children. I feel fortunate to have had an amazing experience with great characters working as a NS Power Lineman throughout Cape Breton for thirty nine years.
I have been an active Volunteer in Baddeck, most proudly as a member and Director of Baddeck Lions Club for 45 years and the work we have accomplished in assisting so many ; in particular by providing the Kidston Island Beach Program, continuously, (except for Covid) over the past 70 years.
I have served two terms as a Village of Baddeck, commissioner. Highlights during that time included, location and construction of a new source of Village water and a new sewer plant.
Issues raised during my visits with electors include the current loss of our indoor ice suface, the closure of our ER and the poor condition of many streets and roads. If elected I will begin my service with these and other concerns in mind and I will always be open to listening carefully and acting in the best interests of District 3 while also listening to other concerns affecting the County as expressed among myself and the seven other district Councillors of The Municipality of Victoria County.

Rosella Born
Rosella Born grew up in a small rural community in Cape Breton, where she learned the values of hard work, community and resilience. At the age of 18 Rosella embarked on a journey that led her to Ontario and a career as a Business Operations Specialist. Her heart never left Cape Breton and after a successful career and raising her family she moved back to her beloved Island with her husband.
Although Rosella holds a post secondary degree in Business Administration with a Concentration in Operations and Management, it was her years of volunteer work with organizations such as Victoria County Community Health Board, Victoria County Memorial Hospital Working Group, Eastern Zone Health Planning Committee - NSH, Victoria County Home Support Service, Bold Living Learning Centre and more, that sparked her passion to put her name on the ballot for district 4.
Rosella has helped move our communities forward with her dedicated work and is well-aware of the incredible potential our district holds. Her life experiences and background has provided a strong foundation for her community work in Victoria County. She runs a small business and is used to hard work and “rolling up her sleeves” to get the job done.
Rosella resides in St. Anns with her husband John and Boston Terrier Angus.

My name is Steff MacLeod and originally I hail from Big Bras d’Or and married my high school sweet heart, Dale MacLeod, a great fella from Baddeck Bay. We have a beautiful 8 year old daughter named Sawyer and live in Long Hill.
I am a St. FX grad and lived in Calgary for a few years before moving back home permanently in 2020 and started an administrative career with Victoria County. I worked very closely with Council and staff and I am currently on a leave with the County so I could have the opportunity to run and represent the awesome residents of District 4.
I strongly believe in Commitment, Communication and Community and I hope to have your support on October 19th.
Together we can continue to improve on our community: where every voice is heard, dedication and hard work create progress and open communication strengthens our connection.
I will be a dedicated representative, advocating for improvements in local services, supporting schools and healthcare and addressing the needs of our families and businesses.
I will maintain open dialogue with all residents of the District 4 communities through regular updates, meetings and conversations.
My experience working in municipal government has made clear the many changes and challenges facing us. Mike MacDonald

I am Mike MacDonald, a resident of Big Bras d’Or since 2006. I moved to Big Bras d’Or, my partner’s home community, to start our future and raise our family. Over the years, I have sought to be involved in groups that help grow our community’s vibrancy, encourage community involvement, and bridge relationships between community groups and generations.
As a skilled trades person, I have spent 25 years growing my skill set as a hairstylist and business owner. Revive Hair Studio and Spa has been in operation since 2005 and I currently employ 15 artists and technicians. My work experience, behind the chair and as an entrepreneur, has been invaluable; it has taught me to look at life through several lenses, to listen to what is not being said, and to trust in the process. Most importantly, I have learned that by nurturing relationships, a supportive community forms and that support ensures your success and sustainability.
I was nominated Chair of the School Advisory Council at Boularderie Elementary and held the position from 2016-2020. As a group, we advocated for school supports (both inside and outside of the classroom), wrote school/student policies, and grant proposals and created a strong stream of financial support through unique fundraising efforts, to better the students’ experience.
In 2007 I joined the Friends of the Big Bras d’Or Firehall Association, and have held various roles including Treasurer, Vice-Chair and today, act as the Chair representative. The community hall is the heart of Big Bras d’Or and is utilized on a daily basis. It offers a gathering space for all ages and groups - craft guilds, exercise programs, senior programs, and social events to name just a few. The amazing group of volunteers at the Hall work hard to build and maintain this success. One of our biggest accomplishments is that the Hall was designated as an emergency warming center in 2018 after many hours of fundraising and community engagement. All goals begin with an idea, then it takes dedication to do the work and move it forward.
I have confidence that, if elected, my work/volunteer experience and strong work ethic can shape the future of Victoria County. As councilor, I will be present to hear your concerns and hopes and bring them both to the table. I will work with community groups to help grow volunteerism, help with grant proposals, and market their stories to build on their successes. I will push for more investment into local infrastructure and ask for transparency on how investments are decided. I also pledge to keep residents engaged and up to date on municipal and district topics.

Fraser Patterson
Fraser Patterson was first elected to Victoria County council in 2003. He was re-elected in 2004, 2008, 2012, 2016 and 2020. In that time, he has served as Deputy Warden, Chair of Alderwood board, Chair of the Age-Friendly committee, Chair of the provincial Age-Friendly committee and various other committees. He presently serves as Chair of the Fences Arbitration Committee, Board member of Victoria County Transit, and a member of the Audit committee.
Patterson has served as a volunteer for over 40 years on various committees and community organizations. Some of these include:

● Past president of the Nova Scotia Teachers Union (Local)
● Chair of two school reunion committees
● Founding member of the Ross Ferry Fire Department.

Presently, Patterson serves as Chair of the NSFMs Public Safety Committee. He was also elected to the Federation of Canadian Municipalities (FCM) Board in June of 2023.
Fraser and his wife Valerie have lived in “beautiful downtown” Ross Ferry since 1983. They have a daughter, a son, three grandchildren, and a cat.
THE FUTURE
For years, our population was decreasing, while the number of seniors grew, and we’ve worked hard together to provide more services to our senior population. Our population is now increasing. While maintaining and expanding programs for seniors, we also must plan for growth. As starting points, we can;
1. Conduct a population study
2. Pass a land use by-law
3. Pass a community standards by-law
4. Study coastal protection
5. Promote more co-operation between the 5 municipalities
6. Evaluate our needs for housing and infrastructure.
I would like to continue to provide proven, effective and experienced representation for the residents of District 5 and all of Victoria County.

Tim Donovan
Born and raised in Ingonish; I found myself relocating to the South Shore of Nova Scotia in the late 1980’s for employment opportunities (such opportunities were not available in late 80’s Ingonish). After several years living on the South Shore I moved to the Halifax area, where I worked as a carpenter, and then a construction project manager before starting my own General Contracting Company.
During these years I became involved as a volunteer with the Royal Canadian Legion as well as becoming a minor hockey coach, which I enjoyed for 17 seasons. Upon returning home I continued to volunteer with the Legion where I am currently President of Branch 105 in Ingonish.
In 2022, my wife Joan and I decided to pull up stakes, sell our home, retire, and return home to Ingonish where we have since built our retirement home. Since our return we feel very fortunate to have been able to reconnect with old friends, our community, and to make many new friends. Our hometown has grown and continues to grow. We see a bright future for the area and are excited to be a part of it. I look forward to working with a team of councillors and various levels of government to serve the residents of District 6 and Victoria County as a whole.
District 7
Johnny Buchanan
Hi, my name is Johnny Buchanan, and I am honored to introduce myself as a candidate for District 7. Having previously served as an elected official, I’ve learned the importance of listening carefully to the voices of our community. And that every concern matters, and together, I believe we can build a stronger, more vibrant district.
In my conversations with many of you as I go door to door, I’ve heard several key concerns that resonate deeply:
- Lack of youth activities: Our younger generation deserves more opportunities. As someone who has volunteered as a youth coach, I am committed to advocating for better youth programs and spaces where they can thrive.
- Roadside cleanup and beautification: With you I know as a small business owner that a cleaner, more attractive environment is essential for both our pride and tourism. This includes improving roadside maintenance, enhancing signage, and ensuring that our district remains a beautiful place for all to enjoy I will make this a priority as your representative in council.
- Transit hours: Many in our district have expressed frustration with the lack of adequate transit hours. I will work to have the needs of all our residents, making daily commutes and activities.
I am passionate about seeing District 7 prosper together as a community.

Jackie Organ
My name is Jackie Organ and it would be my privilege to be re-elected as your representative at Victoria County Council as your District 7 Councillor. I am very proud of where we live and what we have to offer. I will work hard to meet with constituents to address local concerns and issues.
I live in Neil’s Harbour with my husband Greg and together we raised three children in this community. I am also a proud grandmother of three. I am a fisherperson of 30 years and I was a School Board representative for the North of Smokey area for 10 years. I enjoy being a community volunteer – I coached basketball for 22 years, I am the president of the Anglican Church Women’s League and a member of the Neil’s Harbour/New Haven Volunteer Fire Department (you may have seen me behind the counter serving up fish and chip suppers). I am always happy to lend a hand and help out any community organization in need of volunteer support.
I have always been comfortable asking questions and I won’t stop until I get answers. I am creative and like finding new ways to approach challenges. I enjoy working with people to address issues, as was evident in my recent term with Council and my work as a School Board Representative. I am motivated, hard working and passionate about my community and the people who live here.
My vision, if re-elected as your Councillor, is to continue to create connections with families, youth and seniors. Along with the other Councillors, some of which will be returning and whom I have an established relationship with, I will work towards improving and endorsing our community North of Smokey and beyond.

Ricky Buchanan
Born and raised in Bay St. Lawrence, Ricky returned to his hometown in 2019 after ten years split between Halifax, NS and Sackville, NB.
While away he had a successful career in live theatre with a focus on Technical and Stage Management. He has worked for various companies in the maritimes including Live Bait Theatre (Sackville, NB), the Tantramar Heritage Trust (Sackville, NB) and Neptune Theatre (Halifax, NS).
After returning home Ricky utilized his management skills to work with various local businesses as a department manager, general manager, and currently kitchen manager and chef with ACA’s General Store in St. Margaret Village.
While working, Ricky also maintains an active role as a volunteer in the community, most notably with the Bay St. Lawrence Volunteer Fire Department as a Volunteer Fire Fighter, Medical First Responder, Co-President of their membership, and one of the lead organizers for the Departments Annual Fishing Derby and Crab Festival. He also serves as Treasurer on the Board of Directors for the Seawall Trail Society.
Should he be elected to council Ricky intends to further connect with the many volunteers and their organizations across the county, utilizing his wealth of experience in grassroots volunteering and blending it with his background in the creative arts.

Patterson Gray-Rochon
Moving from Toronto to Dingwall, in my twenties I had no idea that I would make a home here. However the longer I stayed the more horizons opened to me, like finding my future wife, and gaining friends for life. Now 12 years on I want to give back to my community by serving as city councillor. I am a person who listens to concerns, and then acts on them. I will be a great representative in Baddeck, and help to make our home stronger at the local level.
My work at The Markland has been a huge part of my life here in district 8. We have a talented community of people all working towards a common goal of providing a great guest experience for local people, and tourists coming to visit our little piece of paradise. Thank you for showing us support over the years.
I am an active community member volunteering my time for the Home, and School at North Highlands. Along with serving on the board of directors of the Cape North Farmers Market. I also serve on the board of the Celtic colours as the Vice Chairman of the board. All this work has informed my choice to run for council. There is so much work to be done to advocate for our community, and I plan to take it on. Our active volunteer base needs to be supported, and I would like to continue to help all of our community organizations as councillor.

I am Wanda Hennick and I am excited to announce my candidacy for County Councillor of District #8 in Victoria County.
I was born and raised here, and this is where I chose to raise my family and earn a living. I have a deep-rooted connection here, where family and community mean everything to me. I started my professional life working at Morrison’s Restaurant and The Markland, which led me to getting my red seal credentials and becoming the Dietary Supervisor at Highland Manor for 18 years. This has given me the skills and insight necessary to understand the challenges our older population face while recognizing the opportunities we can seize to bridge gaps between our generations.
After joining the team at North Highland Community Museum for the past 2 years, I have become well rounded in understanding how our area can thrive connecting our past to our future and finding the benefits of tourism to help our economy. As your County Councillor, I am committed to addressing the issues that matter most to our community. My priorities include economic development, public safety, education, infrastructure, and our non-for profit groups . I believe in a transparent and inclusive government, where the voices of all residents are heard and respected. My vision is to create a thriving, sustainable community that offers opportunities for all ages and backgrounds. By focusing on such as improving public services, supporting small businesses, enhancing environmental protection and helping support our non for -profits , I will work tirelessly to ensure that our county continues to grow and prosper.

Hi, my name is Amy MacKinnon. I live in Bay St Lawrence with my husband, Kevin. We have two children, Danielle (Nathan) and Karl (Jayme). I have put my name forward for Councilor in District 8 here in Victoria County.
As a candidate for District 8, my unwavering commitment to fairness for all is my guiding principle. With a diverse background as a Licensed Practical Nurse, an executive director at our local community center, and the administrator of the 4VN Fishery, I bring a wealth of experience in leadership and collaboration. My volunteer work for multiple organizations and close cooperation with various levels of government have equipped me with the expertise and relationships needed to deliver accurate results for our district. I have a proven track record of bringing programs that benefit all—from early childhood to seniors—through the help of fellow vital volunteers and community partnerships.
