Building Permits and Inspections

All development in Victoria County must comply with the Municipal Planning Strategy (MPS) and the Land Use By-law (LUB).

The Municipal Planning Strategy is a legal document adopted by Council, developed in consultation with the community. It establishes policies that guide land use and development across the County, including residential, commercial, industrial, and recreational activities. Through land use designations and policies, the MPS directs different types of development to appropriate locations.

The Land Use By-law implements the policies set out in the Municipal Planning Strategy. Each land use designation may include multiple zones, which provide more detailed regulations for permitted uses, lot requirements, and development standards. As a result, permitted uses and development requirements can vary by location.

In areas subject to planning regulations, a development permit is required for all new construction and for any change in use of an existing building or property. A development permit confirms that a proposed project complies with the Land Use By-law. If a proposal does not meet current MPS or LUB requirements, an amendment to one or both documents may be considered, subject to Council approval and the required public process.
