Did You Know? PVSC is the independent, municipally-funded, not-for-profit assessment authority for Nova Scotia. They determine market value of properties using mass appraisal following standardized methods and testing.
The Nova Scotia Assessment Act requires that all real property be assessed at market value each year.
When you get your Property Assessment Notice
Property owners should review their assessment when received.
Read every section.
Confirm your property details in your online “My Property Report”. You can log in with the Assessment Account Number (AAN) and PIN on your Property Assessment Notice.
Note the deadline to appeal your assessment. PVSC must receive your appeal within 31 days of the date on your Notice.

Appeal Information
There is an appeal process if you disagree with your property assessment. Your mail package will include the appeal form. Your signed appeal must be received by midnight on February 12, 2026 and can be sent by mail, email or fax – this information is included in your assessment notice.
Informationon the CAP Program
In addition to providing annual property assessments, PVSC administers the Capped Assessment Program (CAP) on behalf of the Nova Scotia Government.
The Capped Assessment Program (CAP) places a ‘cap’ on the amount that the taxable assessment for eligible residential property can increase year over year.
CAP Eligibility
CAP eligibility requirements are set by the Nova Scotia Assessment Act and cannot be amended by PVSC. Eligible properties are:
At least 50% owned by a Nova Scotia resident.
Residential property with less than four dwelling units or vacant resource property. For the CAP, residential properties include manufactured homes, manufactured home parks, cooperative housing, and the residential or resource portions of a commercial farm.
Occupied by the owner, if the property is a condominium.
Owned for at least a year, or ownership remained within the family.
Property Valuation Services Corporation Assessors are especially busy this time of year, conducting exterior property inspections across Nova Scotia. They are reviewing building permit progress and gathering up-to-date information as part of the annual assessment process.
For your safety and peace of mind, Assessors are easy to identify with PVSC-marked vehicles, PVSC-issued ID, and high-visibility vests.
You don’t need to be home for these visits. The Assessor will leave contact information and next steps if a follow-up is needed.
Municipal property tax accounts that are more than one year in arrears are subject to tax sale proceedings.
The upcoming tax sale is by tender and the deadline to submit a bid is 12:00 p.m. (noon) on Tuesday, August 26, 2025.
Bid submissions must be sent by mail or can be dropped off at the Municipal Building in Baddeck during office hours.
Sealed tenders are to be submitted on the County of Victoria’s Bid Submission Form in a plain envelope marked on the front with the following information:

Bids must be received by noon (12:00 p.m.) on Tuesday, August 26, 2025 and it is the responsibility of the bidder to make sure tenders submitted by mail are received by this deadline.All tenders will be stamped with the date and time when received.

Your 2025 Property Tax Bill will be arriving soon. If you’ve signed up for email billing, your bill will be sent to your inbox in the coming days.
Taxes are due on August 1, 2025.
Please note that the tax bills will not reflect any payments to accounts processed after June 01, 2025. A monthly interest charge of 1.5% will be added to any unpaid amounts starting September 1, 2025.
